Projects are originated by EoTU, coordinated by a Master Project Manager, supported by five cross-cutting task forces and delivered by twelve industry task forces. Two enablers keep PPP structuring and project readiness on track.

Each sector is mapped as a matrix: technology areas against five component types. The task force lead maintains the map and fills every open slot with a qualified Ukrainian or international company - or a Ukrainian-international pairing.
Early planning is done by EoTU and the sector leads. Task force companies enter from Stage 2 and are most involved at Stages 2 to 4 - where the specifications that later feed the tender are created.
This structure removes the typical €100,000-700,000+ preparation barrier that stops most projects before implementation.
Participation provides structured access and positioning. It does not guarantee a contract and does not replace public procurement, PPP procedures or tender requirements.
Each project gets its own Special Purpose Vehicle. Obligations sit on the SPV, repayment comes from project revenues, and municipalities access international capital without putting their budgets at risk.
