Coalition structure

How the coalition is built

Projects are originated by EoTU, coordinated by a Master Project Manager, supported by five cross-cutting task forces and delivered by twelve industry task forces. Two enablers keep PPP structuring and project readiness on track.

Every slot has a role

Each sector is mapped as a matrix: technology areas against five component types. The task force lead maintains the map and fills every open slot with a qualified Ukrainian or international company - or a Ukrainian-international pairing.

Companies board at the right stop, not at the depot

Early planning is done by EoTU and the sector leads. Task force companies enter from Stage 2 and are most involved at Stages 2 to 4 - where the specifications that later feed the tender are created.

Structured to be financed

Each project gets its own Special Purpose Vehicle. Obligations sit on the SPV, repayment comes from project revenues, and municipalities access international capital without putting their budgets at risk.

Task forces are formed by invitation. Companies enter the ecosystem through the Business Coalition and may be invited to a task force based on sector expertise, capacity and strategic fit.
